Occasional stutter at idle. Normal? Mess under intake vac leak?

Car is generally running really well. No overheating issues, and no issues WOT.
When at a stop, it generally idles at the normal 750/800 rpm, but will sometimes stutter. It almost feels like the car is going to stall, and the revs drop to about 500 before it catches itself and goes back to 750/800. Normal behavior that I shouldn't worry about? Very minor vacuum leak?

Mess under the intake has not been done. Gas mileage has been worse of late - low 20s, but I have been driving with the windows open all summer. Car is Canadian and came without AC from the factory.

No check engine light or anything. Will it still flash me a number with the stomp test?

Yup it will either flash 1444 for no faults or one of the codes.

My bet is on a dirty idle control valve. Fill a cup with rubbing alcohol and put the ICV in for an hour. With it still full of alcohol, cover the inlet/outlet with fingers and shake vigorously, dump out and do that a few times until the alcohol comes out clear.

If you have a compressed air gun, blow the ICV out and then let it sit somewhere warm for 4+ hours until it doesn't smell like alcohol anymore. If it is clean, you should be able to shake it by hand and see/hear the little door moving around.
