Clutch pedal not returning to full height?

I did a 5 speed swap on my car and I used an early pedal box with no return spring on it. Is it normal for the pedal to be lower than the brake pedal? It seems like too low of a resting place to me. If I put my foot behind it and lift it up, it levels out with the brake pedal but drops right back down when I release my foot.

It is definitely bled correctly. Is it a problem?

the car has been driven for months without any change in pedal height. the clutch is a self bleeding system once it is able to operate. even if the 3 hours and 4 different styles of bleeding didn't do the full job, then driving it that long would have.
