Here in 'Murica it's a bit of a pain when buying a car without a title - you kinda have to jump through hoops at the vehicle registration place (it's got different names depending on the state). Sometimes it can take months to get a title and until you do you can't tag it & drive on the road, legally anyway.
Not sure if you'd be able to ship it across the border without a title, I imagine customs would want a title to make sure it wasn't stolen.Comment
