Power Steering - What's the risk?

I'm in the process of refreshing the PS system. After trying to rebuild the pump, it just didn't go back together nicely during reassembly and doesn't spin freely. I reinstalled regardless and now it doesn't seem to provide assistance.
Question: If I remove the PS belt, can I continue to drive the car with the pump turning, in essence w/o PS?

i believe you have to block the feed and return lines. there are vendors selling the blanking plates.

edit : the rack gets sealed up with fluid inside. don't drain it.

oops didn't answer proper - it should be ok for a while as long as there is fluid in the rack.
