Engine Reving while in neutral without foot on gas??

So I went to get in my car today and when I turned it on, it immediately started to rev. It was the weirdest thing. The car was in neutral, and I didn't have my foot on the gas. I tried turning the car on and off multiple times but to no avail. The engine will start to slowly rev up to around 4000-5000 rpms. What could my problem possibly be?

Perhaps a vacuum leak or a cracked intake boot/hose thing. Maybe even a stuck throttle cable?

Also check the throttle cable at the throttle body.

I've had the plastic clip come out before and cause that very same problem.

I had cleaned my engine bay the previous day and adjusted one of the relay wires so it was out of position (on accident). Simple fix.
