The grounds for the cluster are via the connectors. That ground ultimately terminates at a bolt on the inside firewall just to the left the steering column a few inches below the top of the dash.
A bad ground for the cluster will affect all of the cluster instruments. If only the fuel gauge is affected the problem will be in the sensor(s), wiring to same, or the connection between the fuel gauge and the main PCB in the cluster.
The car makes it possible, but the driver makes it happen.
