Pardon my ignorance, but what are cam-locking tools and how do they work? I was under the impression you could just bolt the cams in.

Vanos cam on the intake side is under Hydraulic pressure. If you just unbolt it you will damage the head and cam.Comment

I will dyno it after I complete them. Have you put yours on a dyno yet? I will have a TMS chip for a 413 ecu FS after I get mine back together.
