      problem resolved. Plug corroded C191 plug. Mechanic took apart the plug where the injector harness connects to the main connecter that goes to the ecu, and the connector melted and is corroded. Hopefully i'll have my car back in a week or so, and thanks for all your help trying to diagnos my problem.... :)

        which connector was it?

        the one that goes into the pump?

        u meantioned injector harness, but before you were saying ur fuel pump wasn't turning on, and u had power and im assuming a ground but u didn't say......i dont get it

          well, fuel pump was not turning on. fuel pump was brand new. there was not constant power to the wire, but power at the relay. The c191 connector connects the injectors harness to the dme harness below the intake manifold with a boot on it. it was corroded, and melted which would cause no power to the fuel pump wire, but power at the relay. Sorry for the confusion. Thanks.
