So a cam will basically mean that I will have to keep the car revved higher to get the power I want? Really... a chip is the only 100% sure way I can get low end torque then?

Not necessarily. The profile of the cam (lift and duration) can be shaped in many ways. Get something agressive like a Schrick 304 and your car will have lumpy muscle-car-ish idle quality and it won't get into the meat of the powerband until 5000rpms. The IE Sport Cam or the Schrick 272 are very mild upgrades over stock. From my understanding, these cams offer improved mid-range performance and a little better breathing at the top. Low end performance should remain unaffected.
So with a chip and a mild cam you could expect improvements in the low & mid-range.....more so with latter. Some may argue that a mild cam isn't very cost effective.....too much cost for such a marginal gain. The way I see it, the money going into this motor is coming from your bank account.....so spend it however you wish.
