Sometimes the noise at 0:03 last much longer before eventually starting. I think its the starter someone please correct me if im wrong

sounds like a weak starter to me.

Either that or a low/bad battery. Might check the engine grounds as well.

sometimes with key in and turn to on position all lights turn on but there is no attempt to turn over, maybe some fault wiring?

so I put in a new starter and new alt ill see if this helps the situation.
With the car on im at 13.6v and 12.5 off
