On the M10 in 1984, there is an electrical connector at the front of the engine, I am assuming this is for the Diagnostics. Is it a BMW only tool?? or is there a European kit for my snapon 2599 scanner? ( I already have the NA and Asian kits for the scanner)

I don't think it really has much in the way of diagnostics. I believe it can show you a few basic things like engine RPM, but it's not going to give you a readout of trouble codes.
