    fuel pump problem?

My car has been sitting for around 2 weeks waiting for my cap&rotor and the insulator cap to come in. Well i got those today, put them on and everything seemed good. But when I went for a drive I noticed that when I get on it, it stutters. So I put in park and reved it up and it hits about 5 1/2 and it redlines there. But if I slowly push the throttle to the floor it will go all the way to 6 1/2.

Since iv had it I've replaced the in tank pump, fuel filter, fpr, spark wires, rocker arm, head gasket set, timing belt, injectors.

Before I parked it after around 15min. of driving the inline fuel pump would make a crying noise, so I'm hoping thats what it is. I just don't under stand how it would keep up on slower throttle but still hit redline? Any ideas?
