The PO of my car said he got wax stuck in the nozzles on the hood and that's why it wasn't working. Maybe the same happened to yours? I haven't had the time to mess with mine yet but maybe the pump is shooting it out of there since there's nowhere else for it to go?
what that valve is is it keep pressure in the line so when you hit the sprayers it sparys with no delay. You can source a new one pretty cheap. If you bypass it with a t thing it will work again but you will have to hold the spray button longer.

Why are there holes in this thing this cant be right
probably for expansion pressures in the winter if it all freezes up. Like a pressure release valve. Regardless, you need either a new one or you need to bypass it.

Bingo, it's a pressure release. If the valve is leaking all the time, it's time for a new valve.
