Is that black/green wire attached to the top post on the starter solenoid? If so, its attached..

Yep. Check to see if that post on the starter is at ground when the starter isn't engaged. The unloader switch in the starter solenoid could be bad.
The car makes it possible, but the driver makes it happen.

How exactly do I check to see if that post is at ground? What should I be looking for on the voltmeter?

Having a small issue here. I have a wire from the top post of the starter ran to ground, and when the car cranks over this wire gets REALLY hot. Where is this wire supposed to run? I have the wire from pin 15 ran to ground which allows my fan and such to work...

The wire from pin 15 of C101 goes to the unloader terminal on the starter. That terminal goes to system voltage when the starter is running and ground when the starter isn't running. Well, that is how it works if the unloader switch in the starter is working properly.
