In Pasadena weather there will be no need for the throttle body heater. But if the car will be driven in ambients below 40F there is a risk of freezing the throttle without the heater.

Carb Icing kills pilots every year, especially less experienced or complacent. Temp. and humidity are interdependent. Aircraft carbs on Lycoming and Continental engines are located below the engine, so not much heat migration. Most injected engines so called carb heat isn't required. This group has alternate air and or nacelle intake heaters. F.I. like the M20 can need it under different perimeters. Here is a brief explanation. Bernoulli's principal applys to all venturi's.
