what does the "BC" button do on the signal stock do?

Yes, it cycles through the functions of the OBC, presumably so you can keep two hands on the steering wheel.

so what does it mean if it does nothing? bad OBC or possibly bad stalk?

If your OBC cycles with the buttons on the face of it, then I'd assume there's a problem with the Stalk, or at least that switch.
