AC blowing warm air when in traffic

I turn on y AC this afternoon after work and like most SoCal days, I am in traffic, the AC only blow "warm" air...I only start to have some "cold" air when I start to move at around 30 to 40 mph, anyone has the same experience?

Cooler air is going to blow when you traveling. I bet you just need the refrigerant recharged. Run the AC at idle and if you do not see any liquid in the clear peep hole (near the radiator) then you need to recharge Freon.

The fan on the AC condenser is the issue. Not the one (blower motor) that blows air through the vents.
