How do you know when the steering rack is bad?

my car is pulsating every 3 to 5 seconds when speed is 40+. All subframe items are new and wheels are balanced

When atf pours out of the bottom of the car almost as fast as you can add
it to the power steering reservoir.

When you have a binding spot when you turn the wheel, AND you've disconnected the tie rod ends...

When there's this clunk down low when you turn the wheel, and you have a lot
of free play.

An oscillating shudder probably isn't the rack.
