Yes and yes. I use a similar product routinely. Think about the volume of air passing through your condenser then imagine the volume of airborn doodoo that travels with it. Whatever remains on the fins is insulation that reduces heat dissipation. Last time I did a thorough residential coil the register temps dropped several degrees
