    Today I took off the gas tank to inspect for pinched fuel lines. Nothing is pinched everything looks good. I changed the fuel filter and inspected all the fuel lines and everything seems good.

    Now I think I finally found the main issue. I get 11.40V at both pumps.

    I checked the fuel relay again and I get 12.25V but when I put ignition on the ground that comes from the computer that turns on the fuel pump relay it gives me 11.40V. So basically my fuel relay doesn't turn on to activate the fuel pumps correctly with enough power.

    How can I trace and fix this ground?

    First you need to determine whether the voltage drop is on the supply side of the relay or on the load side. If on the supply side you have an engine harness problem. If on the load side you have a bad relay.
    The car makes it possible, but the driver makes it happen.

      Swap the fuel pump relay then see what happens. This is not definitive troubleshooting, but will answer some questions.

        After removing the fuel tank and seeing everything was fine my through was that the fuel pumps from Oreilly were crap and I was right.

        Got a bosch fuel pump and everything is good.
