What is covered up by the elongated cover behind the right rear wheel? Mine is almost rusted out. Looks like two black hoses?

fuel tank overflow/evap hoses....It leads up to a magical plastic tank above the plastic cover behind the wheel.

There's also a steel 'Y' that tends to rust out, too.
