cluster f*ck

My tach wasn't working so I went to the yard and picked up a new vdo cluster. Plug it all in and the new setup works. Hooray, swapped over my cluster rings, painted needles, etc. and swapped over my motometer speedo so mileage is accurate. Hook it all up and it doesn't work. Swapped the vdo speedo back in still doesn't work. Fuses are all good..what's the next thing to check?

Change fuse 10, 12, and 21 with 7.5A fuses.. If problems still continue, you will need a replacement SI board or change the batteries on the SI board.
