What is this rusty part?

On my 1991 318is. When I bought it there was rust in the battery box which I have fixed. Here is the other rust. This is in the passenger side rear wheel well. It just appears to be a cover plate for some hoses or wiring. Is this part readily available? Thanks!

But there's a steel 'Y' pipe in the fuel system under there.

Funny...I was just looking at that yesterday! Thanks for the info...trying to clean up the rust on my E30 before winter (although do not plan to take her out once snow and salt is on our Jersey streets!
