Temp gauge washer, where does it go? Inside cluster or outside cluster touching nut?

Does the washers that are for the gas gauge and temp gauge, go inside the cluster, touching the actual temp or gas gauge or does it go outside of the cluster touching the nut or does it not matter either way?

The inside should have a spring washer, the outside should have a flat washer. Two washers per gauge. With the spring washer missing, you will most likely have inaccurate gauges, erroring on the high side.
