so my fan tends to blow warm air even when it's chilly out and the temp is set to cold. Doesn't get that cold here, but even when it's in the 50s or 60s I've got noticeably warmer air than outside. AC doesn't work. Doesn't seem to happen when engine is cold so I'm guessing the heater is stuck on. Is it certain to be the heater valve, or is there something else I should check? Is there any other way to check if the valve is bad?

IIRC hot water is always flowing through the heater core. It's a air flap(s?) that direct the air through the core or not. So, I'd check both ends. The HVAC controls, and the flaps. The vent temp will always be slightly warmer than the air temp. No way around it. Your heater valve may be not closing all the way and causing it to be more warm than usual though. Worth looking at to see if anything is obviously wrong.Comment

Yeah it's more than slightly. It's obnoxious. It was nice and brisk out and I was sweating with the fan on. I found this:

I have different issue but similar. At hwy speeds I get cold air, driving in neighborhood, I get great heat. Just had thermostat replaced. No overheating issues in engine
