I did this a couple years ago and didn't have to mess with the shear bolts. I unplugged the switch and pig tail from the back side of the ignition switch and got a replacement from Blunttech. There was a chunk of plastic that had broken off and was stuck in a wrong place. I lubed some things with white lithium grease and put them back in and everything has been working well ever since. I wrote this up on another e30 forum just for fun.

to remove shear bolts, take a sharp center punch and make a punch mark (divot) out near the outer flange portion of the shear bolt , then tip punch over in divot , striking punch in counterclockwise direction and bolt will loosen then just walk the bolt around (sometime you need to start a new divot 180 deg from first) till you can remove the bolt by hand . and replace with normal bolt when reinstalling.Angus
