The pressure has more to do with the position of the tube. Once it's in the correct position it's easy to move around.
If it's stuck on the car I would not cut it with a Dremel because you risk getting metal shavings inside the crankcase. I would try to bend it in the middle a little to make it give way from the angle then cut out the bent middle part.
Regardless a replacement tube isn't that expensive if the hose replacement idea doesn't work out, though I'm willing back my idea 100%.
