1989 325is needed new brake lines to the back of the car. I had to drill off the heads of the little Phillips screws on the several brackets that hold both fuel and brake lines. I'd rather not drill additional holes into the floor of the car but I can't figure out a good way to drill out the remainder of the screws going into the standoffs. The fuel line is starting to hang down which isn't an ideal situation for obvious reasons. I'm thinking of JB welding a new fabricated plate to the underside of the car in several places but was wondering if anyone had encountered this problem before.

JB weld has zero flex to it so I would def not want to reply on it to secure fuel lines. Obviously answer is PB and vice grips if there's anything to grip. If the old screws are sheet metal I'd consider drilling as close as practical with extreme caution and using new holes/screws. Had the same problem on my iX when replacing that fore - aft brake line and had to drill the screw heads off, those body studs aren't the best idea BMW had since they are exposed to the elements.
I didn't have any luck drilling the remaining small diameter screw body out and there's nothing left to get a grip on once the head is gone.
I deliberately broke the studs off and replaced them with bolts inserted from inside the car through the hole left by the broken off stud. I secured the bolts with a rubber washer and thin nut against the body and a regular nut to secure the nylon pipe bracket and metal cover - you'll need to remove the drivers seat (and floor grab handle if it's a coupe) so you can lift the carpet to insert the bolts.
The studs are apparently available separately but I don't have a part number, take a look at this:
You'll need to weld them in of course.
