What's this unit in the footwell speaker hole?

I'm trying to repair a pair of jack point holes on my '87, so I'm pulling all nearby gubbins that they won't get cut or burnt when I tear into it.
There's a small box behind a cover in the bottom of the speaker hole, and I can't seem to identify it or remove it. It's pulled up in this pic:

I didn't even realize it was there until I cut through it on the donor car. (RIP bronzit sedan) It sits in this little cubby:

What is this thing and how do I get it out?
Sorry to make a new thread, I couldn't find anything about it on realOEM or google.
