New cluster. Everything works, except the tachometer. Any thoughts as to what the problem is?

Even "new" clusters are still 30+ years old and since there are batteries on the SI board, inside your cluster, I dont know any battery that can survive for 30 years. You will need to have your cluster/SI board refurbished.Owner - Bavarian Restoration
