Thats what locks the steering wheel. Put the key in and turn the key to the 'ON' position but do not crank. Then slide the wheel on. Put the appropriate number of spacers in and tighten the nut down. Then when you turn the key 'OFF' and pull it out, the steering wheel should lock with that number 11 pin.

no, the pin on top is the lock for the wheel.
As for that part, no clue. i know its there, but im not sure what for. Incedently, part 7 is for the horn.
I had no problems removing that pin to replace an airbag wheel with a nonairbag wheel. no worries.

yea, you definitely don't need that part. when i put my tech2 on, I just cut it off.My 2.9L Build!
