I've seen this before on older engines that experienced excessive coolant change intervals. Rust and crud builds up and plugs the drain hole. Take out the drain plug and use a piece of wire or a small screw driver the break up the sludge that is preventing coolant from draining. I'd highly recommend using any of the commercial cooling system flush products on the engine, perhaps a couple of times.
The car makes it possible, but the driver makes it happen.

Mine was dry every time I took it off. I thought it was because of the issue I have with a cracked head and coolant loss.

I jammed a long thin allen wrench up there and mine was filled with crud. I finally poked through it and a liter of water came out. Get a good stiff something to ream out the crud. I'll definitely be doing a lot of flushing once I get the head back together.

      Good luck
