Recently I replaced broken odometer gears in my non-OBC 318is with Motometer cluster. Everything else in the cluster works fine, including the SI lights and speedometer. I can get the odometer to work by turning the gears by hand and by running compressed air across the main gear. I'm thinking this may be an electrical issue. What think ye?

If you bought a VDO set from Jose it should, I don't know if he has any Motormeters though. I can't really tell which it is from the picture, but I think Motormeter. Anyway the small gear you need is the same for Moto and VDO. He should have one listed for about $7.00 or so. It's a good idea to go ahead and change all the gears at once, and the tougher new white gears will often chew up the older black and orange gears.

removing brass shaft
i just ordered one of the small replacement gears for my motometer odo. the "note" on the Carr Industries website says that the brass shaft must be removed to install the new gear (because the diameter of the hole in the gear is a good bit smaller than the brass surround). i'm assuming the brass thing just unscrews but did not do so easily and i didn't want to force it. can anybody tell me if this is correct?

Just take a pair of needle nose pliers and squeeze the brass piece. Then after that you should be able to just pull it off. No screwing necessary.
