'89 Vert Power Antenna Motor Not Working

So I recently found that my vert does in fact have a power antenna. I've never heard any noises or seen anything happen with it, so I set out to fix it. Well after taking it apart I noticed the belt had snapped. I bench tested the motor and it still works, but after replacing the belt and hooking it all backup nothing happened. I noticed that my 28 Fuse had burned out, so I replaced it. Now I'm getting 12 Volts back to the antenna's ECU, but the motor still isn't kicking on. My ECU doesn't have any burn marks, and nothing looks damaged, is it shot? Is there a way I can test it? Thanks!

You must connect 2 contacts in the plug to +12V for the antenna to extend.
You should try to extend it manually first. The mast is usually stuck without lubrication.
