Should the control arm spin in the bushing?

Nope. If you have a rubber bushing it installs with a quick drying lube. The plan is to get the car back on its suspension so the bushing can set in its resting position. Otherwise it won't last long.

It's not uncommon to drill into the lollipop and bushing and install a set screw when using offset delrin bushings.

edit: I misread the question: CA in bushing instead of bushing in carrier. my bad lol

The bushing itself isn't moving just the control arm
