Brakes lock up

I have a 318is that has had a brake problem ever since i took the booster off to paint it.
After a few applications the brakes begin to drag to the point of it bogging the car down. if i remove the vacuum connection to the booster the brakes release and the car would roll with an effortless push.
Ive changed the booster and also check the length of the rod numerous times with no success.
as long as the booster is connected the cars moves freely. (but i was being flat towed the other i could hear the brakes dragging very softly on the rotor)
anyone have an idea to what this can be? driving without a booster is becoming annoying now

Did you paint over the vent holes on the booster? Also did you replace the o-ring at the master cylinder and booster?

I ended up swapping the booster to a newer one. I have the new o ring but didn't install it because I thought the old one could be used
