    Brake Dust cover shields

Has anyone removed them before and are there any adverse affects from doing so?

I was thinking that it acts as a heat shield from the tie rod end.

The primary purpose of the shields is to reduce the about of water (or mud) that can reach the rotors. It is a good idea to leave them in place on a street car, but on a pure track car, replacing the front shields with cooling duct adapters and ducts makes sense.
The car makes it possible, but the driver makes it happen.

No - they are made to keep brake dust off your wheels - and they limit the amount of air the rotor gets for cooling.

Oh, your talking about the stock part attached to the CAR and not on the inside of the RIM? You'll want to keep that. I though you were talking about "dust shield" that get sandwiched between the rim and hub.
