Suspension Techniques, Ireland Engineering or Swaybarian? All seem to have a 22mm front and 19mm rear. I have a 91 e30 sedan with HR Sport springs and Bilstein HD lowered 1.25".

Correct me if I'm wrong, as I understand you can have super stiff sways and it won't affect you ride because it makes a connection between your right and left side suspension travel in relation to each other. So for instance if hit a train track both wheels will move up and down the same with or with out a sway bar.
The IE kit came with hiem joint adjustable links/ reanforcement tabs for the rear trailling arm/ poly bushings/ nice thick brackets with even more reanforcements for drilling into the trunk.
All that was about $440.

I have them and love them so far. Although I can't get the links short enough to make the bars flat like they should be.

There are no "best" bars. It depends what you use the car for, your driving style, etc...
The typical kit is 22f/19r. For this, the UUC kit seems to be one of the highest quality, considering it includes Aurora adjustable end links and all of the reinforcements, including trunk reinforcements for the rear, weld on trailing arm tabs, and front subframe reinforcements. From what I understand, IE charges $100 more for their trunk reinforcements, and ST doesn't even offer them. I have the UUC kit, and it is great. Installation was a breeze, unlike stories I've heard about the ST kit.
