Bilstein rear sports shock comes with a new washer for the rear shock mounts right? Because I got a bag with the shocks that had nuts and washers and I put the bilsteins washers on instead of the factory washers which are curved. The bilstien ones are flat.

You have to use the stock curverd washers below and above the RSMs. Those washers keep the rubber part of the RSM from just pulling out of the metal part (ask me how I know). Yes, get the U- shaped disk "reinforcement plate" from the delaer and put in on upside down until it stops on the shock. See my pictorial in this thread (ask me how I know ...too):
