    rear shocks washer (bilsteins)

Bilstein rear sports shock comes with a new washer for the rear shock mounts right? Because I got a bag with the shocks that had nuts and washers and I put the bilsteins washers on instead of the factory washers which are curved. The bilstien ones are flat.

You have to use the stock curverd washers below and above the RSMs. Those washers keep the rubber part of the RSM from just pulling out of the metal part (ask me how I know). You can use the flat one on top of everything if you want.

Can I change it without taking the shock mount and shock off the wheel and chassis again?

You should pull them off, to redo it. It's not that hard. They simply unbolt.

Yes, get the U- shaped disk "reinforcement plate" from the delaer and put in on upside down until it stops on the shock. See my pictorial in this thread (ask me how I know ...too):

That's probably because your mount actually tore. Get some new ones.

The mounts should not push through into the trunk no matter how you installed a washer.
