Says who? I have tokico's on my E30 and love the ride/handling. The Tokicos are fine as long as you don't slam the car on them. My car is lowered about 1.5" and the ride and handling are both great. I have also had tokico's on a few other cars with no problems. I had one rear shock leak and it was replaced free of charge with no questions asked. I ran them on my MKII jetta with GC coils for about three years with no problems as well.
Have you ever owned tokicos? Or are you just one of those people that is such a bilstein/koni purist that you are going to bash parts based on rumors you have heard?
