What can I use to clean baked on road grime on RS barrels? Can I use engine cleaner?

try simple green..

This thing has brought me the best results so far.
LA's Awesome wheel cleaner, available at 99c stores.
It dissolves brake dust and grime like a baus.

stick to simply green it's biodegradable and less harmful than the dollar store stuff. plus you can use it on stained clothes instead of shout (dilute it first), and a household cleaner.
