What size valve stems do I need for my rs003 and where can I get them? Prefer metal ones if possible.

Are you running stock lips? There are two sizes. I purchased mine from tunershop.de. I swear I saw a guy selling bbs factory valve stems in a thread but I couldn't find it.

No. For what you are looking for, I'd buy Style 5 caps.

I was pretty certain about the 70mm just the back part is what's throwing me off. Some have 3 prongs others are different. What kind do I need?

RS 001 use 70mm plastic logo's. If I remember correctly the RS 003 uses the same one. Not sure about elefantsuppy but you can measure and see if it is the same.
