please help 1995 525i stopped working

I have a 1995 525i that has stopped working after a year or year + of sitting
the steering wheel has loc up and the shifter as well has locked up
key will turn to all three positions and if the door is ajar it will say key in ignition other than that the car does nothing.
all the lights work.
yesterday I took the ecu out and waited 24 hours then placed it back and its still the same the only difference is that the ews was ticking.

If it has EWS, then maybe the key isn't being "seen" by the key ring?? You can search on the way to bypass the EWS and see if you want to try that route.

With the 1995 there is no chip with in the key so I doubt it is the actual ews causing the problem.
I took the computer out and still nothing changed after I reinstalled it

My 95 e36 wouldn't begin to crank on a few occasions. Just all lights, etc, etc like normal. EWS had come out of alignment. Re-aligned it at work and never had another problem. Seemed kinda random, but it was after I let the car sit for a few weeks.

Same thing happened on my ti... Maybe the biggest pain in the ass ever.

How do you realign the ews ?

Scan tool.

Or just get a red label ECU and put it in place of your silver label one. Effectively eliminates the EWS.

So do you know what it means to have 9999 on the radio
and the car won't crank or anything just lights work

Not sure about the radio 9999. Haven't seen that, I have seen the OBC PPPP though, which straighten itself out when you get it started.
Have you checked both of the fusible links near the battery?
Battery good and fully charged? Or different battery altogether? Jumper cables on another running car?
