Exactly. I had my iS lip on for a year... with proper mounting tabs, with IE3s and all it took was sensible driving.
+1 I put mine on with proper mounts 2 years ago,and was also on IE3's and no issues, and have been on coilovers at full drop for the past 3 weeks of daily driving 50miles a day and still no problems, have only scraped it once, and that was when I parked too close to my gf's driveway and scraped as I stopped. Don't be stupid and it works out great.
If you mold the lip into the valence, first its going to be expensive, and second if you do hit it on a curb or anything, its going to do more damage to the valence which will be even more more money to replace than just a lip.

Molding it on to the valence really sounds like a bad idea. Like others have said, you will end up hitting it anyways. Then instead of the cheap clips breaking, you will do damage to the valence or lip.
In my eyes, the best solution is to clip it on and drill a couple of extra holes to put zip ties through. Leave them slightly loose, so then if the lip comes off it will just hang there instead of falling off.
