Dealers can not resell the cars that are traded in for the C.A.R.S. program because then the government loses money... That's the thought mentality behind it anyways, even though they're still losing money in the long run. You have to think about it this way. If the government buys that car for $4500, then the dealer goes and flips it for $5500, the government lost $1000. Just as stupid, the cars are to be crushed AS IS. No taking parts off them. Same thoughts behind that, if the gov't. pays $4500 for the car and then you remove the interior, motor, wheels, etc, and sell all that stuff for $6500 then the gov't lost $2000... I think this program is ridiculous and it's sad to see great cars go to waste just cause people don't think about making the same amount or more by private selling or parting out.
The $4500 rebate is for vehicles getting less than 18MPG avg ($3500 for vehicles getting more than 18MPG) and is only applicable towards a fuel efficient vehicle. For the most part, you can't use the rebates towards pick-ups or SUVs. Not all the time (I believe Silverados / Sierras qualift) but most of the time they won't apply it to trucks.
I'm not stereotyping here, but around my area and what I've seen traded in for C.A.R.S. at my dealership, the majority of the "clunkers" have been traded in by people on a lower income, hoping they can get a nice new car to replace their old shitboxes; however, if the people getting the new cars didn't have the finances to keep their old cars in good running condition as most of them are rust buckets with broken everything, failing suspensions etc. (you don't see vettes and such being traded in cause of poor mileage). What makes the gov't think these families will be able to keep current on a crazy car payment. I saw an 87 sentra that looked demolition derby ready the other day get traded in on a loaded 09 Aura XR 3.6 which normally starts at $29,900. Take the $4500 off and the normal rebates, you're still looking at $20K. I know I can't afford $400 a month payment plus higher insurance with all my other bills on top of that. I fear that this may throw more people into a bigger economic slump that doing them good. I guess we'll have to wait and see
