wrap individually, then put front bumper inside of the rear and wrap all together in bubble wrap around corners and plastic wrap the entire package. If you have brakets to ship as well, put all hardware in a box that fits in the gap between bumpers. I've shiped 5 sets this way, never a problem.
I shipped my BBS side skirts first wrapped in bubble wrap then shrink wrap, and then put regular tape. Shipped via UPS with insurence. Price was not bad at all.
It's not bumers but you get the idea.

Here is one way to do it:
This is how td325ic shipped me my entire plastic bumper swap plus valence, foglights, trim, etc. Overkill and a decent amount of work as he built a frame out of wood then covered it in cardboard, but it worked to perfection.
He shipped it via Greyhound from CA to MS and I think the shipping costs were $80-90. I highly recommend using Greyhound to ship larger items-the cost is much cheaper plus you normally can get the items a couple of days sooner.
