Is this E36 worth this price?

It says M3, 5 speed, low miles right?
It's really a 318is, with "m3" goodies supposedly. He said the seats and wheels are from an M3, and im assuming the rest of the body kit is M3. But is this car really worth $4500? It is a 318 after all, not a 325i even. I'm trying to get my friend into BMW's.

That stuff is not from an M3 but from Ebay that were made to look like OE M3 parts.

UPDATE: We went to go check it out. The car handles and feels exactly like it should- like a BMW, regardless of it being a 318 or not. But the history is sketchy, or at least seems like it. It has a salvage title from PA, the owner states that it wasnt in a junk yard prior, but that he bought it from an old couple who never drove the car and stopped paying insurance and such on it, thus he restored the car to its original condition and the only way to regeister it was under a salvage title. is it sketchy?
