Since the purpose of airbags is to prevent your face from kissing the steering wheel/dashboard/windshield, if your seat is so far back that you wouldn't even touch the airbag, I don't think you would have a problem without the airbag either.

I've had an airbag deploy in my face (but I didn't hit it that hard), basically after the shock wears off it feels like someone shot a .44 mag right in front of your nose. Just stings.

I'd imagine it would be substantially worse if you were in a head-on or something. Either way though they are there to increase safety and in most cases they do.
