the third light is just extra lights. which may help someone not run into you- but legally you just need regular brake lights/ one on each side of the rear of the vehicle. the whole point of break lights(and turn signals) are for the other drivers. so they know where you are and what you are doing
Just like "Mr 325" & "woodisgood" have said, it is a federal law - just like seat belts & emissions. Better check your facts before misleading these young'uns.
